Doubt on maintenance service

I bought a car there at 33k and have twice of services that cost more then 1k. The lastest one is last month. Then jus asked for resale and they offered ridicouloisly 18k with a statement that somethings to fix. But it's them who serviced the car. Can't believe to loose 15k after 21 months of driving ! Either the quality of the car or service or both are not good.
